Originally from West Covina, CA, Mr. Judge has over 17 years of experience providing technology solutions to law enforcement agencies. Prior to this experience, Mr. Judge served at the Glendale Police Department for over 24 years, rising to the rank of Sergeant. During his tenure in law enforcement, Fran worked in various roles including Patrol, Motors, Vice Narcotics, and Robbery Homicide, and also served as a DRE Instructor.

Retired Chief Jody Fanning, a 38-year Law Enforcement veteran from Flagstaff, Arizona, attended the Arizona Law Enforcement Training Academy in 1986. Throughout his career at the Cottonwood Police Department, he held various roles including Fatal Accident Team member, Field Training Supervisor, and County Critical Incident Team Supervisor. Chief Fanning is a graduate of the University of Arizona Project Central for Rural Leadership and the FBI National Academy. He served as President of the Arizona FBI National Academy Association and was appointed to the Western Regional Advisory Council to the AZ Department of Homeland Security. In 2015, he received the FBI National Academy’s highest National Award for Excellence in Leadership and Community Service.
